The report finds that Russia has been increasingly successful at blocking Ukraine's use of SpaceX's Starlink communications constellation, citing media reports in December 2024 about a new system specifically targeting Starlink called Kalinka and developed by the Russian Center for Unmanned Systems and Technologies.
"From the evidence we have available, it sure looks like Russia is a bigger counterspace threat than China, which is contrary to a lot of the public discussion that focuses almost entirely on China," said SWF's Brian Weeden.
Balancing security and access to data are critical to providing users with trustworthy, reliable data for real-time decisions.
"We're looking internally to my headquarters, as well as here at Peterson, to bring some of our great allies and partners into our staff and into our operations and processes here at the Combatant Command level as well," said SPACECOM head Gen. James Dickinson.
"I don't see another obvious explanation other than it was a weapons test," said Brian Weeden of the Secure World Foundation.
"I think maybe there is a mutual assured destruction in space," Rep. Lamborn said, "where no one will go there because the consequences will be too severe."
